Q: What does this do? My mom has one sitting at her house and I'm not sure what I'm supposed to do with this? She forgot what it does.

It belongs in the skimmer,UNDER the basket. It has a flap on the bottom that regulates the amount of suction between the main drain on the pool floor and the skimmer. Wide open gived more skimmer suction, closed more suction to main drain.

Q: Does this replace the Hayward SP1070FV Float Valve?

I am not sure, sorry, but if it's helpful, this didn't work with my Pentair setup.
