Q: what is the difference between the xl and the 1x?

i dont know about the size difference but if you normally wear a XL i would do a 1x (1x is generally the womans size of xl which has some more room in the chest and longer ), this costume runs small. there is a little stretch to you would not want it tight . I wear a 1x/2x and purchased a 3x which fit well. i hope that helps

I purchased 3x and I am a 22 but a 3x on top. the bodice is not a true 3x and I could not zip the dress up. I had to let it out to get it to be used.

Beside being cut a bit tight for its size, it depends on body shape. If you have a bit of pair shape going, I would definitely go for the larger.

I typically wear a 1X or 2X and I ordered the 3X and it fits perfectly. Free returns I'd get two sizes and return the one that doesn't fit.
