It would depend on the style of the trousers but It would be too lightweight for tailored trousers.

Q: Could you use this to reupholster a rocking chair cushion?

You could, but I would use something a bit thicker if it's going to be sat on or leaned back on, a cotton instead of polycotton. Cotton would last a lot longer and wear better.
