I just read a review and someone who has purchased the phone complained that the phone was unlocked ? is that true??? how can you explain this please

It seems to me that at least some of these people claiming to have received locked phones do not understand the difference between being factory unlocked and being unlocked without carrier branding. These can still be carrier branded while unlocked and may initially refuse to activate with another carrier's SIM even though they are unlocked. This is normal and easy to get around.

For example, the US Cellular version I got from somewhere else was unlocked but said "Unsupported SIM" when I tried to activate with an AT&T SIM. THAT DOES NOT MEAN IT IS LOCKED! All I had to do was connect to WiFi and let it activate with the US Cellular SIM before inserting my AT&T SIM. Unlike most phones, the Note9 will actually change from one carrier-branded ROM to another when you switch SIMs, so my phone worked on AT&T and even appeared to be AT&T branded after a flurry of updates and restarts that brought me to Android Pie. I had AT&T Visual Voicemail, AT&T WiFi Calling, MyAT&T, etc and even an AT&T bootup animation which replaced the one from US Cellular. The only remnants I noticed from it being a US Cellular phone originally was the homepage on my browser and some navigation app US Cellular preloads on their devices.

Now, I don't know about these "refreshed" phones specifically (especially if you need to use it on Sprint or Verizon if it wasn't originally a Sprint or Verizon phone) but I can see how someone looking at "unsupported SIM" might assume that means it's locked. If that's all it is, then it's probably not locked. Of these "refreshed" phones leave out the original SIM then it might complicate things a bit but you should be able to activate with any nanoSIM from that carrier. Heck, you may even be able to skip activation, update, and then switch to your SIM to avoid needing to activate with a SIM from another carrier (I didn't try).
